"Independence Day: Resurgence" - How Did Dr. Okun Survive the War of '96?

Fans may remember that it didn't seem Dr. Brackish Okun fared well after the events in Independence Day, but if you've seen the trailers you know that he is still alive. How did that happen? Earth Space Defense Films (20th Century Fox) released a documentary-style video explaining what happened and just where he has been in the last 20 years.
